1. 서론

강수의 지표 도달 이후 증발산·침투·유출로 이어지는 물의 흐름은 수자원 관리의 근간이 되는 정보이다. 그러나 이를 모든 지점에서 연속적으로 직접 관측하는 것은 현실적으로 불가능하다. 특히 기후변화로 인해 강수의 시공간적 변동성과 극한 강수, 가뭄 및 증발산의 변화가 심화되면서, 관측이 제한된 지역에서도 수문순환을 정량적으로 이해하고 미래의 변화를 전망할 수 있는 모델링 기술의 중요성이 더욱 커지고 있다. 지표수문모형(land surface model)은 이러한 관측의 공백을 물리 법칙으로 메우는 도구다(Wood, 1991). 구체적으로는 물수지와 에너지수지 방정식을 격자마다 풀어 강수·복사·기온 등의 기상 입력강제자료로부터 증발산, 토양수분, 지하수위, 유출을 연속적인 시공간 장으로 산출한다. 또한 각 성분이 하나의 물수지 방정식 안에서 서로 연결되어 계산되기 때문에, 강수가 어느 경로를 따라 어디에 저장되고 언제 빠져나가는지를 성분별로 추적하는 것도 가능하다. 초기의 지표수문모형은 주로 대기모형의 하부 경계조건으로서 지표면과 대기 사이의 물·에너지 교환을 표현하는 데 초점을 두었으나, 이후 대기·기상모델과의 결합 및 상호작용을 고려하는 방향으로 발전해 왔다. 이에 따라 최근의 지표수문모형은 관측된 기상자료를 이용해 현재의 수문상태를 재현하는 것을 넘어, 가뭄 감시와 홍수 예보, 농업 용수 관리, 나아가 기후변화에 따른 장기 수자원 전망에 이르기까지 폭넓게 활용되고 있다(Rodell et al., 2004; Haddeland et al., 2014; Emerton et al., 2016).
다만 모형이 물리 법칙에 기반한다고 해서, 그 결과가 곧 실제와 같아지는 것은 아니다. 기상 입력강제자료에 포함된 오차, 토양·식생 매개변수의 불확실성, 그리고 복잡한 물리 과정을 수식으로 단순화하는 과정에서 생기는 구조적 한계가 모의 결과에 누적되기 때문이다(Clark et al., 2015). 자료동화(Data Assimilation, DA)는 이 간극을 관측 자료로 보정하는 절차다(Evensen, 1994; Reichle, 2008). 모형이 예측한 상태와 관측된 값을 각각의 불확실성에 따라 가중하여 결합함으로써, 물리적 일관성은 유지하면서도 관측 자료와 부합하는 새로운 상태 변수를 만들어 낸다. 실제로 오늘날 운영되는 여러 자료동화 시스템이 위성 관측자료를 상시 동화하여 산출물의 정확도를 유지하고 있다(Reichle et al., 2017).
NASA 고다드우주비행센터(Goddard Space Flight Center) 수문과학연구소(Hydrological Sciences Laboratory)에서는 전지구 규모, 대륙 규모의 수문 변수들의 변동을 파악하기 위해 LIS(Land Information System, 그림 1)를 구축하여 이용하고 있다(Kumar et al., 2006; Peters-Lidard et al., 2007). LIS는 다양한 기상 입력강제자료와 지표수문모형을 동일한 시스템 안에서 선택하여 구동할 수 있도록 설계된 프레임워크다. LIS에는 Noah-MP(Noah with Multi-Parameterization Options; Niu et al., 2011), CLM(Community Land Model; Bonan et al., 2002), VIC(Variable Infiltration Capacity; Liang et al., 1994), CLSM(Catchment Land Surface Model; Koster et al., 2000), SAC-SMA(Sacramento Soil Moisture Accounting)/SNOW17(Burnash et al., 1973; Anderson, 1973) 등 여러 지표수문모형이 탑재되어 있고, 다양한 재분석 기상자료를 입력자료로 쓸 수 있어서, 연구 목적에 따라 특정 모형을 선택하거나 여러 모형의 결과를 비교 분석할 수 있다.
본 기사에서는 NASA LIS의 주요 지표수문모형인 Noah-MP와 GRACE(Gravity Recovery and Climate Experiment) 위성 관측 자료를 차례로 살펴본다. 이어서 위성 관측자료를 지표수문모형과 결합하기 위한 자료동화 기법인 앙상블 칼만 스무더(Ensemble Kalman Smoother, EnKS)의 기본 개념과 적용방법을 간단히 소개한다. 마지막으로 미국 미주리강 유역의 한 소유역을 대상으로 GRACE 관측자료와 Noah-MP를 결합한 자료동화 실험 결과를 제시하여, 이를 통해 실제 유역에서 유량 모의 성능을 어떻게 개선할 수 있는지 살펴본다.

2. Noah-MP 지표수문모형

Noah-MP는 Noah 모형을 확장하여 식생, 토양, 눈, 지하수 등 육상 수문·에너지 순환 과정을 정교하게 모의하도록 설계된 지표수문모형이다(Niu et al., 2011; Yang et al., 2011). 이 모형은 각 격자에서 물수지와 에너지수지를 동시에 만족하는 해를 일정한 시간 간격으로 구한다. 물수지에서는 강수가 증발산과 유출로 빠져나가고 나머지가 적설, 토양수분, 지하수의 변화로 남는 관계를 추적하며, 토양층 내부의 연직 수분 이동은 리차드 방정식(Richards equation; Richards, 1931)을 풀어 계산한다. 에너지수지에서는 순복사가 현열, 잠열, 지중열로 분배되는 과정을 식생과 지면으로 나누어 각각 해석한다. 이러한 계산을 통해 격자 단위로 지표유출(surface runoff), 지표하유출(subsurface runoff), 토양수분, 지하수위, 적설상당수량(Snow Water Equivalent, SWE) 등 주요 수문 성분이 시공간적으로 산출된다.
Noah-MP의 가장 큰 특징은 이름 그대로 ‘다중 매개변수화(multi-parameterization)’ 구조에 있다. 유출 생성, 증발산 산정, 지하수 흐름 등 주요 물리 과정마다 여러 개의 대안적 매개변수화 방식(parameterization scheme)을 제공하여, 연구 지역의 기후·토지피복 특성에 맞게 물리 과정의 산정 방식을 선택할 수 있다. 구체적으로는 동적 식생 활성화 여부, 기공저항 산정 방식(Ball-Berry 또는 Jarvis), 적설 알베도 방식(BATS 또는 CLASS), 동결토양 투수 방식, 과냉각 액상수(supercooled liquid water) 처리 방식 등 12개 물리 과정 각각에 2~4개의 방식을 선택할 수 있다(표 1; Noah-MP Users’ Site, https://www.jsg. utexas.edu/noah-mp/scheme-options/). 표 1에 정리된 12개 물리 과정의 방식을 모두 조합하면 이론적으로 27,648가지의 서로 다른 모형 구성이 가능하다. 이러한 특성은 앙상블 구성과 구조적 불확실성 분석에서 큰 강점이다. 실제로 미주리강 유역을 대상으로 이러한 매개변수화 조합이 유출 및 적설 모의 성능에 미치는 영향을 평가한 연구도 수행된 바 있다(Cho et al., 2025)

3. GRACE 위성 중력관측

GRACE(Gravity Recovery and Climate Experiment)는 NASA와 독일항공우주센터(Deutsches Zentrum für Luft- und Raumfahrt, DLR)가 공동으로 추진한 위성 중력관측 임무다. 2002년 발사된 GRACE는 2018년 후속 위성 GRACE-FO(GRACE Follow-On)로 이어졌고, 2028년 발사를 목표로 3세대 임무인 GRACE-C(GRACE-Continuity)가 준비 중이다(Tapley et al., 2004; Landerer et al., 2020; NASA JPL, https://science.nasa.gov/mission/grace-c/). 관측 원리는 두 대의 쌍둥이 위성이 약 220 km 간격을 두고 동일한 궤도를 비행하면서, 지표 아래 질량 분포 변화에 따라 미세하게 달라지는 위성 간 거리를 마이크로파 간섭계(GRACE-FO부터는 레이저 간섭계도 병행)로 정밀 측정하는 데 있다( 그림 2). 이 거리 변화로부터 지구 중력장의 시간적 변화를 역산하며, 그 변화의 상당 부분은 지하수, 토양수분, 지표수, 적설을 모두 합한 총 저류량(Total Water Storage, TWS)의 변동에서 비롯된다(Rodell & Famiglietti, 1999). 관측치는 통상 구면조화함수(spherical harmonics) 형태로 처리되거나, 격자 단위 질량 변화를 직접 산출하는 매스콘(mascon) 방식으로 가공되어 배포된다(Watkins et al., 2015; Save et al., 2016; Loomis et al., 2019).
GRACE 관측의 가장 큰 강점은 지상 관측망에 의존하지 않고도 대륙 및 유역 규모에서 TWS의 변화를 직접 감시할 수 있다는 점이다. 실제로 GRACE 자료는 미국 캘리포니아, 인도 북부, 중동 등 세계 여러 지역의 지하수 고갈 문제를 정량적으로 밝히는 데 기여해 왔다(Famiglietti et al., 2011; Rodell et al., 2018).

4. GRACE 자료동화를 통한 Noah-MP 모의 성능 개선 연구

4.1 앙상블 칼만 스무더(Ensemble Kalman Smoother)

Noah-MP는 토양수분, 지하수, 적설상당수량 등 개별 수문 성분을 물리 기반으로 계산하지만, 이들 성분의 합이 실제와 얼마나 부합하는지 검증할 독립적인 대규모 관측 수단이 부족하다. 반면 GRACE는 개별 성분을 모두 합한 총 저류량 변화를 광역적으로 관측하지만, 이를 다시 토양수분· 지하수 등으로 분리하지는 못한다. 이에 앙상블 칼만 스무더(Ensemble Kalman Smoother, EnKS; Evensen & van Leeuwen, 2000)라는 자료동화 기법으로 이 두 체계를 연결함으로써 서로의 한계를 보완할 수 있다.
GRACE 자료동화는 다음과 같은 방식으로 이루어진다. 먼저 Noah-MP가 모의한 토양수분, 지하수 등 개별 저류 성분을 격자별로 합산하여 GRACE 관측치와 비교할 수 있는 총 저류량으로 변환하고, 이 변환된 모형값과 GRACE 관측치 사이의 편차를 계산한다. 이때 이 편차를 얼마나 모형에 반영할지는 모형과 관측 각각의 불확실성에 따라 결정되는데, 모형의 불확실성은 입력자료나 모형 상태변수에 확률적 섭동(perturbation)을 가하여 생성한 앙상블의 분산으로 표현되며, 이를 GRACE 관측오차와 함께 고려하여 관측 정보와 모형 정보 사이의 상대적인 가중치, 즉 칼만 이득(Kalman gain)을 산출한다. 이렇게 결정된 가중치에 따라 앞서 계산한 편차를 EnKS를 통해 개별 상태 변수(토양수분, 지하수위 등)에 배분함으로써, 모형의 성분별 값을 관측에 부합하도록 갱신한다. 즉 GRACE는 모형 전체의 물수지가 관측과 어긋나지 않도록 하는 역할을 하고, Noah-MP는 이 제약을 지하수·토양수분 등 개별 성분으로 나누어주는 역할을 맡는다(Zaitchik et al., 2008; Girotto et al., 2016; Kumar et al., 2016; Li et al., 2019).

4.2 예비 적용 결과: Encampment River 유역

GRACE 자료동화가 실제로 지표수문모의를 개선하는지 확인하기 위해, 미국 와이오밍주 남부의 Encampment River 유역(USGS 유량관측소 06623800)을 대상으로 예비(preliminary) 분석을 수행하였다. 이 유역은 록키산맥 동사면의 산악 유역으로, 겨울 동안 축적된 적설과 토양수분· 지하수가 봄철 유량을 좌우한다는 점에서 저류 상태의 모의 정확도가 유량 모의 정확도로 직결되는 곳이다. 분석 기간은 유역에서 대규모 홍수가 발생한 2011년으로 설정하였다.
분석은 자료동화를 적용하지 않은 기존 모의 결과(Open Loop, OL)와, 앞 절에서 설명한 EnKS로 GRACE 총 저류량을 동화한 모의 결과(DA)를 비교하는 방식으로 수행하였다. 한편 Noah-MP는 격자 단위의 지표유출과 지표하유출을 산출할 뿐 하천 유량을 직접 계산하지는 않는다. 따라서 두 실험에서 산출된 유출량을 HyMAP3(Hydrological Modeling and Analysis Platform, version 3; Getirana et al., 2025) 하도추적 모형에 입력하여 관측소 지점의 하천 유량으로 환산한 뒤, USGS 관측 유량과 비교하였다. 지하수의 경우 절댓값이 아닌 기간 평균에 대한 편차, 즉 지하수 아노말리(groundwater anomaly)를 비교 대상으로 삼았다.
분석 결과는 그림 3과 같다. 이 그림을 통해 GRACE 자료동화가 지하수 아노말리와 유량 모의에 어떤 영향을 미치는지 확인할 수 있다. 홍수 발생 이전의 기간(4월-5월)에 기존 모의 결과는 관측보다 지속적으로 큰 유량을 모의하였는데, 자료동화를 적용한 결과에서는 지하수 저류가 낮아지면서 기저유출이 함께 줄어 모의 유량이 관측값에 가까워졌다. 반면 홍수기(6월-8월)에는 자료동화가 지하수 저류를 더 큰 값으로 보정함으로써, 기존 모의 결과에서 나타났던 과소추정 문제를 완화한 것으로 확인된다.

5. 맺음말

Noah-MP와 GRACE는 각각 물리 기반 수문모형과 위성 원격탐사라는 서로 다른 접근법을 대표한다. 그러나 앙상블 칼만 스무더 방법을 통해 이 둘을 결합하면, 직접 관측이 어려운 지하수 저류의 변동을 연속적으로 추정할 수 있다. 앞서 살펴본 Encampment River 유역의 예비 결과는 이렇게 보정된 지하수가 하천 유량의 모의 정확도를 개선한다는 점을 보여준다.
이 연구의 중요한 확장 가능성 중 하나는 중단기수문예측으로의 적용이다. 중단기 예측 시간 규모에서는 대기 초기조건뿐만 아니라 토양수분과 지하수와 같이 상대적으로 천천히 변화하는 지표면의 수문 상태가 예측 가능성을 좌우하는 중요한 요인이 된다. 특히 토양수분의 초기 상태는 수 주에서 수 개월에 걸쳐 침투와 유출 과정에 영향을 미치기 때문에 수문예측 성능에 중요한 역할을 한다(Koster et al., 2010). 따라서 GRACE 관측자료를 통해 보정된 총 저류량과 이를 바탕으로 추정된 지하수·토양수분 상태를 수문예측 모형의 초기조건으로 활용한다면, 보다 현실적인 초기 수문상태에서 예측을 시작할 수 있다. 이는 특히 초기 토양수분 및 지하수 상태가 중요한 홍수·가뭄 등 중단기 수문현상의 예측 성능을 향상시키는 방향으로 확장될 수 있다.
